I remember a few years ago the police department in my area was losing a ton of money because they weren't writing enough tickets. And it wasn't because they were lazy or lenient, ppl around here were just driving better. So in order to fix the problem, cops started pulling ppl over for the dumbest shit just so they could write a ticket.

I haven't looked into at all, but here's a relevant experience.
I was driving back down to school in Southern Maryland, doing almost 90.
The whole pack of cars was way behind me, and I saw some headlights quickly catching up to me.
I knew it was either a car trying to race, or a cop trying to pull me over.
As it got closer, I didn't recognize it as cop headlights.
Already doing ~90, I wasn't about to try to race some car.
As I got into the right lane, the car started pacing me.
I just kept on my way, keeping up my speed, and then the car flew by me all of the sudden.
I was like holy shit, that thing is fast. Then it gets into a new lane for pulling a U-turn, and it's a new, pimped out Mustang.
I see the rear tag, and it's Police plates!
They have this nutted out Mustang trying to race people!
I was lucky, as I have expired tags. I've actually been tailed by a few undercover and marked cars since this, and they've all let off after a few miles. I'm guessing it's too much paperwork and not enough payoff.

its a lot easier to bail yourself out of tickets than you think, you just have to be smart and suck up to the judge. they almost always say what should i do, you need to know. driving courses, parole, deference, etc.

We talked about the cars for a sec and I was surprised he was running S/C PLUS 75 shot, he said he had no problems for 8k so far. Weird thing was he had chose nos first over HBP. He was cool and said since he wasn't being completely legal himself that he wasn't going to press the issue. He just said "be careful out there and don't race, you never know who you will run in to." Point taken!
