I want to customize my grill, my car is taffeta white, my question is should i powder coat the grill white or put gutter gaurd over it. I am going to do this project this weekend after I put on my lowering springs. I will post pics in about a month or two.

Sorry, can't do anything but leave it stock. You have the one piece grill for 98 right? Only the 97's can do the gutter grill thing and you can't powdercoat plastic. You can however PAINT plastic, which would work just as well.

You could try the cut it and bondo it idea that some people are now doing with the one-piece front grills.

There is some way to gutter guard your 98 its just harder than the 97s. It might look kinda weird with the chrome surround but I would paint it if i were you but it would be hard to get an even coat with all those grooves and stuff.
