If you are looking to replace your '97 steering wheel check at www.Acuraautomotiveparts.org, I found one for the '97 ('97 only) for under $95 (just the wheel with the leather, NO horn bottons, airbag or covers, etc.).

I'm sure it's possible, if you were able to get a complete '99 wheel with the horn buttons and airbag with cover and all. I'd like to just add the volume controls on mine. Are our '97 radios the same as the '99's with the radio controls? If so we would just need the wiring for the volume controls and it should work.

As for the steering wheel volume controls, I wish I could find a salvage yard with some CL's in it I could go through - I'd get the answer. But salvage yards are full of Grand Am's and Cavaliers not Acura's.
By the way - I had a Mustang I wanted leather wrap on the steering wheel - I tried 3 different trim shops - #1 wanted $60 #2 wanted $140 (as if) and #3 wanted $90. So shop around and you can get it rewrapped for a reasonable price. Mine looked like it came from the factory and I had it done in perforated leather and it looked real sharp.
