How to make BMP files smaller for avatar?

How to make BMP files smaller for avatar?
I have a BMP I want to use as my avatar, but it says its too big. How do you make them smaller and still have them move through the pictures? Photoshop doesnt seem to work.

dont save it as a BMP, save it as a GIF, JPG

I meant GIF sorry. It is a GIF. Im trying to save it smaller so it will fit as an avatar. Thanks.

dimensions or file size KB?

if your in photoshop.. do save as, and then jpg, and just make it crappy quality until it fits KB size

I tried that, but then it doesnt change pics like GIF's do you know? Well, this is a lame thread. I thought maybe someone could answer it quickly.
