if you're going true hid I would go with philips/hella ballasts and philips or osram bulbs. I personally would go no higher than 6000k. Look to spend around 350+ for a complete kit with relays and everything. Beware of knockoffs.

Eh...you can't just plug in true hid light bulbs into your stock wiring because the ballasts are needed to give the xenon gas a bump of power to start them off....then once the gas is "charged" up the lights only use 35w rather than the stock..55w(?)

PIAAs although bright are not nearly as bright as true HID's.

No you don't need to take apart the housing to do the kit. If you do a custom install HIDs from another car then maybe...but if you are buying a 9006 conversion kit then no. You find a place for your ballasts, install the wiring and relays and such so that you don't keep popping fuses, plug the light bulbs in and you are ready to go. Install, depending on your expertise, should take anywhere from 40min - 1.5hr+
