What is the proper process for aligning the headlights?
i.e how many feet from the wall should the car be, and how many feet off the ground should the lights hit the wall?
2nd, is there a way to adjust the beam vertically? mine are completely off, one points to the ground and the other points upwards and I keep getting flashed from other drivers who think my brights are on.

if u look on top of your headlights straight down, theres a little balance and a screw adjustment for the headlight to position it. Its closer to the grill of the car, for both sides. Get a philips screwdriver and adjust to your hearts content

yeah my left light is messed up too.. i looked under the hood to see if i could adjust but found out that my head light bulb is unable to come out now... seems like the plug is broken. im screwed when i needa replace the light

has nothing to do with the bulb, there's a screw that adjusts the reflector
You can see the levels in this pic, the screw to adjust it is the silver screw directly behind it
