I have an opportunity to get an f22 for a ridiculous price, I am def. going to turbo it, but first i would do a complete rebuild with all the right parts. Should i jump on the opportunity? btw it comes with an 96 accord manual trans. Should i buy it

Id do it... IMO.
I sorta kinda wanted a F-Series instead of the J-Series.
More fun stuff you can do with it...But all that talk about H-Series going into CL's I def think you should run a boosted F22. Not knowing the mileage or anything, def re-build that S*** from bottom up so you know everything is done right and you'll have no problem's what so ever!

Theres an article in the latest Super Street or Import Tuner about an F22a in an EF civic. I'd give it a look being that they have most of the parts he used to build the motor in the article, could be a good reference. 344hp/290tq on boost. Most i've ever heard of out a turbo F.
