Cermic Header with some rust, is it still good?

I got a DC Sport Header from friend, but I see some rust inside, and the bottom part of the header is dened and some of the cermic got rubbed off. He said it was because the previous owner has it low and scratch some of the cermic off and you can see some rust there too.

The question left to me is should I put that on, will the rust kill that header soon. I don't want to waste the money to put it on and it rust through a hole there.
