i emailed the dmv regarding aftermarket mods. for us in cali smog test really fuck us up. below is the replies i recievd. they should be pretty self explanatory.
It is only legal to install aftermarket performance parts that have been granted exemptions by the ARB on pollution controlled vehicles for use on California highways. Most of the exemptions are granted only for specific vehicles. If a part has not been granted an exemption for your vehicle, it is illegal.
It would not be legal for you to use parts intended for the Accord on your CL. Aftermarket parts manufacturers apply with the ARB to receive exemptions for their products after doing research and development to determine the proper operation of their parts on the intended vehicles. You will have to contact the manufacturers of the aftermarket parts you would like to use in order to request that they apply with the ARB for inclusion of the CL.
Some transmission modifications are legal, provided that the modifications duplicate an original option level.
To perform an engine change on your vehicle, one of the requirements states that the new engine must be the certified to the same or cleaner new vehicle emissions standards. Since no diesel engines qualify, you can't install a diesel engine in your vehicle. If you feel that you have access to an appropriate diesel engine, the engine change guidelines are as follows:
The new motor must be of the same year or newer.
The new motor must be certified to the same or cleaner emission standards.
The new motor come from the same vehicle class (passenger car, truck, etc).
If you choose to install a new motor in your vehicle, you must make sure that
the new engine is California certified (from a vehicle that had been
California certified), and that all of the emission controls that were required
on the new engine are retained when installed in your vehicle.
Once you have completed the installation of your new engine, you must go to a
Bureau of Automotive Repair Referee station where your vehicle will be
inspected. The scheduling number for the Referee stations is 1 800 622 7733.

it's not as bad as you think. I've gotten plenty of cars smogged that didn't have CARB parts. Most places will over look the visual inspection as long as you can pass the sniff test.
