if one of the sides of your house faces his bedroom window, you could install a 400 watt exterior light on the edge of your house and put light thru his eyelids... put it on a motion sensor with a short turnon period and then point the motion sensor at a nearby tree that way it turns on whenever the wind blows and then turns right off.

It sounds to me that this guy has poor social skills, and of course you never know what might have been on his plate that day (or the next). Of course that is no excuse and if he hasn't made any effort to talk to you since then to establish things, then you need to be covert aggressive about it.
Take the time to make some brownies or cookies, but make sure to include some finely ground laxatives in them as a special ingredient. Go over there and let him know you feel bad that you lost track of time and that you wanted to make up for it. Give him the baked goods as a way of showing your concern regarding the matter.
This is a Quid pro quo approach. You were making noise late at night and he wanted it to stop, but he did so in a shitty way. So, you apologize for the incident as a good neighbor would, but also in a shitty way.
Case closed.

Ever heard of it? Get a big TV, and assuming you have a room facing one of his rooms.... Anyway, get the TV on a blank channel so it's snowy and fuzzy. Turn it up just loud enough for them to hear at that house. It'll slowly, but surely drive him nucking futs.
