As for the money, check into filing with a small claims court in your area. I don't know what the laws are exactly but wouldn't they give him a summons to appear? I sued a guy once and he didn't show up so the judge said it was admittance of guilt and they garnished his wages. Call his father back and threaten to take him to court.
