Sounds like your headlights can use some claybar treatment. Mother's makes a good off the shelf claybar kit.
During the spring, summmer and fall, I wash my car pretty much every week. So my headlights don't get any build up. But a few times a year, I clay the car to clean out impurities. Headlights are no exception.

This is the Mother's claybar kit. I see them at my local auto parts store and Target.

On the Mitsubishi Eclipse forum I used to be on, several guys stated toothpaste did a great job on headlight lenses. These guys were reporting their personal experiences. I have not tried it on my car (1 month old), but I would. Do a test area first.

I'm a modeler and toothpaste is one of the things I use in place of a rubbing compound when buffing up a painted model (eg. car) to a high gloss. The abrasive in the toothpaste may not be enough to clean up the scratches and even out the imperfections as well as a product that has heavier abrasives such as actual rubbing compound or PlastX.
One thing I thought of is if you buff the lenses with RC or PlastX using a wool pad bonnet rather than just doing it by hand, it might do the job. Just be sure to mask the surrounding areas first. Just my ..
