What are these little scratches everywhere and will compounding and polishing fix the
these little scratches are all over the hood and top of the car, will compounding and polishing fix these? How did these even get there?
We bought the car a few years ago and I don't remember it looking like this, maybe it just wasn't as bad? I've walked the car every year, sometimes 2 or 3 times a year since we got it.
It's only gone through a car wash once or twice and I don't remember suddenly noticing these afterwards.

That's called "crow's feet". Unfortunately it's not something that can be fixed with compounding:
