Paint Problem: Can This Be Fixed?

Hey guys,
When I bought the car the dealer used a couple of months ago this was already here, looks like it was bumped into and the previous owned just slopped some touch up on it. Since I want to prepare for winter with some clay & wax, I was wondering if there was any way I could touch this up any make it look better?
Maybe some wet sanding and put a clear coat on it?




Any help would definitely be appreciated, thanks!

yea you can feel it's lower than the rest of the bumper

I was going to say it look like the plastic has been stressed. I dont think you can patch flexible plastic.

so the only real way of "fixing" this would be to buy a new rear bumper?

I would wet sand it. That will prob eliminate or substantially reduce the scratches (hard to tell from your 1 pic) if the scratches were really deep I would prob get a bottle of touch up paint and a very fine paint brush from a craft store and lightly fill it in with either paint of clear
