Oxidation? Clear Coat problems? Which one?

RUST! UGH!
Tomorrow (Friday) I'm taking my car to be inspected and see if the hood has oxidation problems or clear coat failure. I found some pics online with oxidation problems and then I started to look at Clear Coat Failures. To me, they look the same, how can you tell the difference? What is a fair price for either one? I recently purchased have a 2010 TSX. (I didn't think the problem was that bad when I first saw it ... Hindsight 20/20 ) I also noticed there are 2 very spots of rust. So, what does that tell everyone? UGH! I am so annoyed. This is my first used car.

 

Can't tell much in the first picture due to lighting & camera angle. Second picture the paint is chipped off exposing the bare metal which is now rusting.
