dried wax or something

I just bought a used car. It is a 2003 cl. I just washed it today and found that there is little white spots. I was wondering if there is any way to get it off. I think that it is just dried wax but it is hard as hell to get off. I would appreciate any suggestions. Thanks.

You could do the whole car with 1500-2000 grit but that sounds a bit extreme. Clay or rubbing compound. Maybe the guy who waxed it before you didn't know what he was doing.
