can anyone tell me how to clean dirty seat belts?

Dont use strong APC as they can weaken the fibers. A mini steamer would be ideal, but not always practical. Try warm soapy water with a microfiber, use the same technique you would as if it was your carpet. If you have some serious stains, pretreat with a laundry stain remover.
