Yeah, like a bad cold, I'm back.

While I can't afford a buffer right now (unemployed) I'd like to understand what 'goodness' one might be able to bring to my TL. The picture below is on the front bumper of my '06. The car was not well cared for by the previous owner, but I'm trying to bring it up to snuff without spending a bazillion dollars - and the DIY satisfaction helps too.

You can see one major defect in the picture and lots of little ones. Are these the types of defects that can be removed with a buffer? The large one is perhaps somewhat longer than a nickle is in diameter.

Assuming they are, what would be a recommended course of treatment - please reference specific pads and products or product classes.

In your picture, the defects seem to be pits in your paint which are irreparable unless you get your bumper refinished and repainted. Usually the rule of thumb is that if you can feel it with your fingernail, it's beyond what a buffer can repair completely.
