the car was painted 2 weeks ago and only has gone through one stage of buffing. The rear fenders have white blemishes on it. The guy i got the car painted is freaking busy. I saw him buff the car down. All I saw he used to kinds of liquids. One one pink and one was black. I plan on buffing it myself.

I dont see any white blemishes in that pic, but if I were to guess, its probably overspray from another car being painted.

Start with a clay bar first...Hard to recommend a polish a pad without a good look...

My advice right off the top is " DON'T TOUCH IT!!!!!!!"

Let the painter deal with it. Soon as you touch it and f*ck it up more its now your problem not the painters. The clear right now is very soft and easy to screw up or burn through.

From the picture I can't tell what the issue is ... sort of looks like bad orange peel it paint separation like fish eyeing.

take it for what its worth.

Best advice provided above. I'm surprised the shop didn't tell you not to do anything to the paint for 45-60 days, sometimes more. Freshly painted cars require curing. Wash with water and don't apply any waxes or polishes. If you feel there is a problem, take it back to the shop and voice your concerns.
