advice on small exposed metal damage

about 1/2" diameter with some small flecks of rust

should I prime before I use touch up paint, or just use the touch up paint

and should I sand the rust off first, either way?

what would you do?

I'd get rid of the rust first (sand it out if you can or use some kind of rust remover). If it's bare metal you should always prime it to ensure the repair lasts and doesn't rust.
