Replacing gauge cluster

I'm looking to replace my 04-06 gauge cluster with a 07-08 model. It's difficult to find them with similar miles so I found one with 30k less. I know that tampering with a gauge cluster is illegal is this considered tampering? As long as I document the mileage on my current cluster everything should be ok right?

yup I just did this and my mileage wasn't anywhere close lol. I just wrote the 2 down and will keep track of it that way. Be sure to put tape over the airbag light bulb as this will turn on when swapped out
