That doesn't make sense. He has to be taking insulin- how does he get that? Out of pocket? if he can afford insulin, he can afford a glucometer. Generally you get a glucometer for free- you just pay for the testing strips. They're much cheaper than the insulin is. A service dog ain't cheap either.

T1 diabetic here to. I couldn't understand why he could get a service dog, when you could where a pump, and a sensor to warn when BS levels are going low. I love my pump, but also use a glucometer to check BS. I don't want to wear the additional site for glucose testing, as I don't have enough real estate for both sites. If I did have enough, would definetly wear it, and use it.
