IT: Mark E-Mail To "undisclosed-recipients" As SPAM?

We've been receiving a good bit of spam from legitimate mail servers with legitimate headers with quote-on-quote "legitimate" content....at least legitimate to our spam filter. Most likely due to a computer with a virus/malware that's using the company's mail server to send the e-mails out (which makes sense since some organizations don't require SMTP authentication when it comes to internal clients).
My boss doesn't like it.
The only commonality I see with these e-mails is that they are to "undisclosed-recipients." I set up our spam filter to mark messages to "undisclosed-recipients" as spam. All was well until my boss couldn't receive mass (marketing) e-mail from our Apple rep. So, I had to remove the rule.
Well, here we are again! My boss is complaining about this, and I brought up the best solution I can think of, which we had in the past, and why we no longer have it. He's in a meeting, so I have to wait for his response.
Anywho, I'm in the mindset that no e-mail should have a blank TO field. Whenever I BCC everybody and don't have a TO recipient, I put myself as the TO (and teach others to do the same). Am I crazy? Is it absurd to assume others should do the same?

I've seen confidential e-mails sent to undisclosed recipients to make it harder for the recipients to discuss the subject matter with each other.
Here's a silly idea-- what is your company's practice with e-mails?
If no one sends to undisclosed recipients, then tell your boss to suck it up, or register his own personal e-mail for the marketing.
...and thread almost derailed by evil minions!

^ I'd rather learn how to utilize the resources we have than to purchase something. Not to mention I work for a school district and our technology budget has not increased a penny since 1999.
I spent the day learning how to write SpamAssassin rules and have a decent solution for now.
