GSM phones

If I buy a GSM phone (Tri-band 900/1800/1900 Mhz), can I use it with any GSM carrier (perhaps Cingular, AT&T or T-Mobile) ?

Will this apply to any outside US carrier too?

If the phone is unlocked, yes.

If the phone is locked, no.

Your tri-band phone will be able to place a phone call on any GSM network in the world regardless if it is locked or unlocked.

All GSM phones can be unlocked.

Somebody needs to give you the 6-digit unlock code. Usually you can get it from whoever locked the phone (the carrier).

If they won't give it to you, there's always pay services where they will send you the code once you give them some info about your phone.

T-Mobile will give you the unlock code, if not www.gsmphonesource.com has unlocked all my phones.
