different source of power for the hid instead of going from the light harness... you use the battery...

Quick question. This is the part I would need to run independent HID fogs, right?

make sure.... the hid work...

usually you need an extra switch for the fogs to work... because they were optional feature...

what do you mean both of hid fogs to come on...

if, you mean hid headlight and hid fogs to come on... it requires to have two switches...

and the harness allows you to run the fogs alone.... without turning on the headlights...

ok, so both of my hid fog bulbs, ballasts, and wires work for both sides. but when i plug it in and turn the car's fog switch on, only one side comes on (the right side) even though both bulbs and ballasts work. so would i need this relay harness to hook up my fogs separately to the battery so that both sides of my hid fogs come on?

no, something is wrong with one of your ballast... it doesn't have to do with the switch... check the wiring and the bulb... and then if doesn't work it's the ballast....
