Yes!

In some engines, when used in milder conditions, you can take advantage of the fuel savings and added horsepower of 0-20W oil in accordance with these official Honda-published diagrams available at the following link.

I downloaded the manual for the 2011 TSX Wagon and the recommended oil was listed as 0W-20. Don't know if they will revise the manual in the future, though.

I think that the move to 0W20 is one of the elements of getting better EPA mileages on the 2011s.

What do they mean by Milder conditions? How much extra MPG and HP over 5-20?

Milder conditions aren't extreme temps, dusty or dirty, no short trips, stuff like that.

I don't believe that will be necessary - according to the chart (just like the manual) 0W-20 is the specified oil for the 2011 TSX.

Yep, 0W-20 combined with the engine tweaks done for the '11 models gives better gas mileage.

I know it says 5w-30 on the chart for 1st gem tsx, but can we put 0w-20 in instead?
