California Emissions

Hey all,

I tried looking around the forum for answers but didn't find what I need. The '02 P I'm considering buying has CA emissions. My state doesn't have a emissions requirement. Is there a big drawback in power or mileage, and is there an easy-ish fix if so?

There is no difference in power or fuel economy.
