Does my picture don't show up? I uploaded all of the Fog Light wiring schematic pic.

You want the specific wiring colors for the Switch Itself? Look at my Picture Again.
In the box inside the RED BOX I added, The pins itself are numbered:

3 .. 4
2 1 5

3 = white/red
4 = red/black
2 = blue/red
1 = white/blue
5 = red

That is basically how a wiring schematic works, if you could not figure it out.

Why does the switch wiring need to change at all? I would thing a fog light circuit is pretty basic...

^ Some fog wirings are pretty basic (Something like an ON/OFF Switch) in old cars.

The fog light on the TL on the other hand works in the "Modern" way of a fog lights. They cannot be on with High Beams and they can only turn on with running lights. Those "Modern" things are the why there is a heck of cables coming out of the fog switch instead of the "Basic" 2 cables.

Perhaps the fogs in the civic is just a simple Accessory like in off-road and they can be turn on when-ever you please.

Right, but why could the civic fog lights just be spliced in at the light end of the circuit? Why change the switch?

I mean the switch physically can be the same, But not Internally as the wiring coming out from it is different which is why the OP asked for the wiring schematics in the first place.
