Yes, that's available as an individual part for less than $10. The problem is... if the fob is not in the car, and he doesn't have a programmed fob to use, then with that original plastic piece in the cylinder, his Ilco key will no longer fit all the way in and so he wouldn't be able to use the key until he took the piece back out again.

I think the fact that a flat bladed screwdriver did not turn while pushed in (the lights came on and steering column moved) means that there is no fob in the car. That's exactly what happens when you try to turn the knob cover with no fob in the car.

His goal now is to find if and where that immobilizer chip from the key is hidden at.

Still trying to locate the transponder chip. I'm only home 1 day a week and haven't had time to look further yet

as said earlier : you definetely don't have a fob in your car.

here's the size of the chip you are looking for :

the lowest part in the center of this picture.

some remote starter installs i've seen : installer sticked the chip in the column covers, really close to the ignition switch

it has to be very close, not a foot farther.
In your pictures, the bright green connector is the harness that transmits immo information from chip to ECU.

it could've been taped with a harness : look for a bump or electrical tape applied differently than OEM (OEM tape is applied very consistently from harness manufacturers)
