Is it possible to do this without spending hundreds of dollars? My dad is worried that if we cut out the resonator it will affect emissions.

resonator no, catalytic converter will affect emissions.

Is it possible to do it right without spending hundreds? Unlikely unless you live in a state with no inspection or emissio requirements. The lazy route lately has been to just cut off the mufflers and put straight pipe to the tips. However, that should fail inspection in many states.

Drill, pierce a hole into each tail pipe. Free.

head to an exhaust shop and have them cut out the mid-muffler, and weld in a straight pipe.
This can be done for $60 or less.
if you want more noise, ask them to cut out the resonator and weld in a straight pipe.

doing both of these will net you a louder car without messing with emissions

Think of it as an incognito stealth bomber kinda machine. You don't see it, you don't hear it, until it sweeps by you like a breeze.

I custom fitted a CAI kit...and deleted 2 mufflers and welded 2x twin tips. It sounds perfect, but I'm not in the states so it's legal here. The CAI kit really made it loud when you put your foot down.

Find a 5Zigen or a titanium tip Fujitsubo Legalis catback. There's a Fujitsubo on Yahoo! Japan for only $4000. Seriously, you can always weld on some Magnaflow mufflers or some eBay fart cans if you want real loud. There's a kid here with a KB1 who's done just that and I hang my head in shame every time I see him.

Sell the RL and go buy an RSX. Don't ruin a perfectly good RL by making it louder.
