Could you try to re-phrase that question or sentence?

I've tried to decipher, but the lug nuts and wheel locks do not come any where close to the brake pedal.

May be he meant that the wheels locked up without depressing the brake pedal ???

steering wheel may have locked which prevents the brake pedal not being able to depress.

I have always jiggled my keys while turning the steering wheel to unlock the steering wheel
