Take it back to the shop - probably a loose connector or (worse) a pinched wiring harness.

That seems like a good place to start. Its all the electrical signals running from the steering wheel. double check the connectors leading from the steering wheel (or better yet, from the firewall around the transmission.)

If I had to guess, I'd say that likely the steering column was disconnected from the rack to lower the subframe to do the trans R&R. If the column was allowed to turn freely while disconnected, it can easily damage the cable reel at the top of the column which contains the conductors for all the circuits mentioned. Does the airbag/SRS light stay on too?....as it's wiring runs through the cable reel as well.

The cable reel is at the top of the steering column. You have to remove the airbag, steering wheel, and column covers to replace it. It's a sealed unit with a flat ribbon cable coiled inside that allows the steering wheel to rotate and still have electrical contact with the column harness. You won't be able to "see" a problem with it.

Well if you really want to know for sure if the cable reel has failed, you can disassemble the column and test each conductor that runs through it for continuity with the proper ETM schematic and a DVOM. Or you can pay some one to diagnose it for you.

Can I 100% tell you it's going to fix your issues sight unseen???...No.
