Webber has confirmed he's leaving F1 at the end of this season and headed to Porsche for its new sportscar program.

I have to believe Vettel would never permit another driver of Kimi's caliber aboard RBR.

The thing to consider is that Kimi and Vettel are very good friends and I don't know if they would risk their friendship over the possible teammate spat, but Kimi knows he doesn't have long to win another championship or three, so he might just jump to RBR and hope the brain of Newey combined with the almost unlimited budget there can give him a chip winning car with the new rules change.
No Allison and new investors for Lotus can go either way.
But Vettel most likely has final say and will choose someone like Massa to be his proven donkey. They wanted Button, but he refused cause he still clings on to being a guaranteed #1 driver.

friendship stopping them as team mates?! are you kidding? these guys don't choose where they go, they get chosen and go where the $$ is irrespective of what's going on at the target team.

Take a gander at Hamilton's situation last year too, he chose Mercedes because he wanted more freedom.
Heck, Alonso chose to leave McLaren and go to Ferrari because he couldn't stand the team mate situation with Lewis.
Contrary to the sad state of humanity, there are still some people that have integrity and an actual mind to make up their own decisions not solely based on money.

Mark Webber has admitted he made the decision to quit formula one at least six months ago.
The Australian told his boss, Red Bull principal Christian Horner, of his decision to switch to Le Mans with Porsche next year just an hour before the announcement was made early on Thursday.
But Webber told Melbourne newspaper The Age: "It's been on the cards for a long while, towards the back end of 2012 for myself.
"The decision was made before Christmas," he added.
"That's why I had all you guys (reporters) out for dinner in Melbourne. I knew that was my last race in Australia."
Webber, 37 in August, therefore insisted that the 'Multi-21' fallout with teammate Sebastian Vettel had nothing to do with his decision.
Rather, "You can't be at this level with the motivation not at tip-top," he explained.

Goodbye.
He simply preferred free Porsches for the remainder of his life than free Infinitis. Best way to do that is get in the good graces of Porsche just when they are starting their campaign back into Le Mans.
