The diffuser on the back-underside of the car creates more downforce across the car's underbody the closer the car is to the ground. The cars are therefore setup to run as close as possible to the road surface. That's the simple version. There's actually a whole lot more to it than that.

F1 cars (at least in the last season during the Singapore GP) still spit out sparks. the rear part of the car, right around the rear axle, has bodywork that touch the track at high speed on one section of the Singapore GP circuit. and the sparks do fly

You're right. The low light probably helps it be more visible.
