the only thing I could find on engine costs but doesn't say whether those costs are reflected in the numbers quoted above:

THE ENGINES
Top F1 team: $130 million; Top IndyCar team: $2 million

F1 manufacturers such as Ferrari and Mercedes spend more than $100 million annually on engine development. This is principally to supply their own teams, but they are required to also supply other teams with engines and typically charge $13 million per season to do so.

Honda aims to match Ferrari's power unit in Belgium.

Honda is aiming to match Ferrari's power output with the updated Formula 1 engine it will introduce for the forthcoming Belgian Grand Prix.

The Japanese manufacturer has suffered a trying season since returning to F1 as works partner to McLaren this year, and has lagged behind rivals Mercedes, Ferrari and Renault with its first effort at exploiting the new V6 hybrid turbo regulations.

For Spa, the power unit in the back of the McLaren-Honda MP4-30 will include a revised internal combustion engine, featuring changes to the combustion chamber, intake, exhaust layout and gear-train system, according to Honda motorsport chief Yasuhisa Arai.

Arai told AUTOSPORT his company's existing engine was "much better than Renault" during the most recent race in Hungary, and that the upgraded version will take it closer to Ferrari's output.

The aim is then to match the class-leading Mercedes unit with a further upgrade over the winter, ready for the 2016 season.

"Spa is the final upgrade for this year, with ancillaries to follow in the following race," Arai told AUTOSPORT.

"Mk 3 [will be introduced] in Spa [and] we have already started development on next season's power unit.

"Mk 4 will be on the same level as Mercedes, that is the target; Mk 3 will be on a level similar to Ferrari, which is what we're aiming for. It's a big step."

CHASSIS HIDING GAINS

Alonso, McLaren, Hungary

Arai suggested the limitations of the MP4-30, which McLaren has updated continuously over the course of the season, masked Honda's engine performance in Hungary, where Arai said the unit was running at full power.

"[The car has] not so good mechanical grip, or aero, compared with Red Bull there is still a big gap," Arai added.

"We have checked the GPS data; the chassis and aero package needs time and fine-tuning, such as wing angle, ride heights, suspension settings.

"[Engine] unreliability has meant lots of parts were changed in winter testing and so things like flow-vis and taking data has been done during the season in FP1, due to the unreliability in the winter."

REASON FOR OPTIMISM

McLaren-Honda has suffered a large number of failures of various engine components this year, with Fernando Alonso and Jenson Button having both used six engines already in 2015.

However Arai reckons events at the Hungaroring give the alliance reason for genuine optimism, not because Alonso finished a season's best fifth but that neither the Spaniard nor team-mate Button suffered a single engine component failure.

"From the start of the season we knew there was a cooling problem, so we turned the engine power down a lot," Arai told AUTOSPORT.

"We upgraded the power unit in Spain to 'Spec 2' and we have almost perfected the heat rejection.

"Due to the compact package, you have the very skinny [bodywork] and everything on the inside had many issues regarding heat rejection, which causes a lot of damage for the MGU-H, the MGU-K.

"Finally, in Hungary, we have no problems and we have a good package."


That's a mighty tall order but let's hope and see.

Interesting. On the last page, we had F1 analysts and Alonso saying how good the McLaren chassis was. Here we have Honda saying that the McLaren chassis is horrible.
Maybe Honda should join up with Red Bull.

+1, I think it was Vettel's influence as well

The other surprises at Ferrari this season is bouncing back with a competitive chassis/motor and how competitive Vettel has been and assimilated himself into the team. All I've read talks about how easy he is get along with, quite driven/dedicated to the team and pours over all the data.

Haha that was my thought too ^^

However, if they are actually lacking in mechanical and aero grip, like whoever in that article claimed, Spa is definitely a track that they could struggle with (with all the med/high speed corners that demand downforce vs straights that demand low drag). The compromise on downforce levels, as well having a good balance, is critical.

The two drivers have incurred the punishment because of a multitude of changes to their Honda engines.
Alonso has been hit with a total of 55 grid places and Button 50 under Formula 1's complicated engine penalty system.
They will start from the back of the grid with no further in-race penalties after qualifying 17th and 18th.
Paying the penalty
Previous Formula 1 regulations stated that if the size of the grid penalty exceeded the number of places from the position the driver qualified in to the back of the grid, then further time penalties would be applied in the race.
However, this was changed before the Hungarian GP and McLaren are capitalising on the rule change to utilise its new, upgraded power unit knowing that they will only start at the back of the grid.
That is because of a change to the penalty system which previously imposed additional in-race penalties if drivers were unable to serve their full grid drop.

I'm glad they adjusted these rules. Politically, FIA wants new engine manufacturers to succeed for the health of the sport.

Pirelli's response to the Vettel tire blowout:

Pirelli has now issued a statement arguing if it had been listened to in 2013 then its brush with the headlines would not have happened.

The statement read: "Regarding what happened at the Belgian Grand Prix, Pirelli underlines that: In November 2013, Pirelli requested there should be rules to govern the maximum number of laps that can be driven on the same set of tires, among other parameters to do with correct tire usage. This request was not accepted.

"The proposal put forward a maximum distance equivalent to 50 percent of the grand prix distance for the prime tire and 30 percent for the option. These conditions, if applied at Spa, would have limited the maximum number of laps on the medium compound to 22."

It was a point noted by Hembery post-race in the paddock when asked as to whether a tire should only be allowed to run for a maximum number of laps.
That is so lame. Pirelli's number one job is to make a tire that won't fail. In theory, the tire needs to be able to run run the whole distance minus one lap.

And what about Rosberg's tire blowout in practice? Still no explanation from Pirelli. Is Pirelli going to say that Mercedes used that tire for too long in practice?

Pirelli never said a word about that last year at the Russian GP as far as I can remember when Rosberg used one set of tires for the entire race minus 1 lap. Pirelli has in the past warned drivers/teams not to use excessive toe angles. I don't know why MBZ would need to resort to such things given their cars' superiority in chassis and engines.

no, I think that is short-sighted and a jump to conclusions. Look at the hundreds, if not thousands of laps Pirelli tires have done since redesigning the tires back in 2013 to make them more robust, since then there have been 2 failures of unknown origin. Thankfully the failures at Spa were after the 2 fastest corners on the circuit. Pirelli will get it right.

I bet all that Pirelli bashing comes from their competition, indirectly. On the other hand, as Toto too has pointed out, F1 regulations don't allow them to test the tires using their own standards and techniques, instead they can only follow the tire manufacturer instructions.

I think F1 teams should be free to use whatever tire manufacturer they want.

People have been bashing Pirelli since they re-joined F1, but I've always thought it was unfair. A lot of the previous criticism had to do with the performance drop off, however, people forgot that was what F1 wanted, to increase the spectacle and add more passing.

However, this weekend was different. Tire failures with no explanation is what really ticked me off. Instead of saying that they will find out the reason for the tire failures and prevent them from happening in Monza, they offer a lame excuse that it was the team's fault.

Remember 2013 Silverstone when there were 6 failures?? Pirelli beefed up the tire and things have been fine since. When the tire manufacturer recommends not doing a 1 stop race at Spa, you listen. Even if there was no telemetry indicative of an impending failure, that doesn't mean Ferrari were right in their assumption a 1 stopper should've been okay. Vettel needs to remember something else: he's won all his titles on Pirelli rubber, so
