Can anyone elaborate on why Gates likes to buy this stock? With all the stuff he could be investing in, why this?

to be fair, I highly doubt he himself decided to buy the stock; I bet he doesn't care about picking stocks. So the question is, why does bill's advisor want to buy this stock

Because they'll sell a lot of cars once this "recession" is over?

The only thing that looks good to me on this stock is that it may be undervalued at the moment, but so is everything else right now. If it is just about selling cars after the recession is over you could buy another cheaper stock and potentially make more money. Ford (F) is what I have in mind. It too is undervalued. I don't know about GM.

Difference with Ford and GM is that they will go bankrupt (and your stock will go to 0) unless the government gives and / or loans them money. Both companies will be unable to withstand the recession without massive help. For this dealship, that might not be the case; they might be able to withstand the recesion, then come out just fine when its over and buying resumes.
