I had that problem with my RSX one winter. It turned out I was low on coolant. Make sure your engine is completely full of coolant. There could be other causes as well. There is a water control valve that turns on or off coolant to the heater core. The valve can be stuck or its control cable can be stuck or disconnected. There is also an air mix motor that could be bad. This controls how much air goes through the heater core or bypasses it.
There is also a method where you can change the climate control system to allow you to turn off the A/C when in Auto or Defrost modes. Here's a quick step by step:
1. while your car is off, turn all the knobs ( ventilation, temp, fan) all to the far left.
2. Put key into ignition.
3. Using 2 fingers to press both of the Recirculation button and A/C button and HOLD.
4. Without releasing the two buttons, turn the ignition key to the II (ON) position.
5. After about 5-10 seconds, you should see the Recirculation button light flashing. keep holding for a few more seconds and you will see the A/C button light up.
6. Once that is done, you are done. You just manually turn off the A/C compressor. Now put the knob in Defrost mode (A/C light will come on automatically). Now you can control it by pressing the A/C button.
