Rewiring telephone panel. Any electricians or telephone experts?
I want to rewire the way my telephones in my house are distributed. The house is 40 years old or so. The main line coming into the house comes in as a pair of thicker black wires. It then is connected to this hunk of metal. The 3 hardwired phone outlets are then wired (very rough looking) into this hunk of metal. It looks like there are 3 wires (I assume one of them is a ground wire) I'm used to the business level phone wires that are just white and blue pairs very neatly punched down and run. The first time I went exploring on these wires I quickly realized they hold a nice little electric charge.
I want to replace that metal block w/ a 66block patch panel. So all I have to do to add a new phone is punch down the two-pair white/blue wires. I've setup a phone/voicemail server that obviously needs an incoming voice wire.
So my question is how do I translate this metal thing into a patch panel. I'm okay with leaving the metal thing as the main hub into the house, so long as I can connect the patch panel to it, then run all the phone wires to the new patch panel.

Telephone systems do not have a ground. They have a tip and ring (2 wires). That black terminal is an isolator. It should be grounded (center post) to ground (electrical). If a surge comes in over the phone line, it goes to ground rather then your phones or you.
FWIW, Technically, the black pair from the street should be on the top two posts, and the inside wiring on the bottom posts.

Make MyTL Great Again
It's pretty easy to do (with the right tools). You would jsut buy a 66 block, and have all the inside wires connected to it. Then take 1 pair of wires and connect them between the 'black thing' and your 66 block. use a jumper wire on the 66 block to connect each set of wires and everything will be connected.
