Carbs can't repair muscle fibers. They can only provide fuel (glucose). Muscles need protein to rebuild.

Yes and no - carbs transport amino acids to the damaged muscles and restore depleted glycogen levels to catabolism does not kick in. So carbs do play a vital role in muscle repair and maintenance. But glycogen is not what actually repairs muscle, amino acids are.
