I prefer working out without lifting weights, so here ya go:
triceps: do pushups... with your hands close together, either palms next to each other, or making a diamond shape.
biceps: reverse pullups
both bi and tri: place two dumbbells right next to each other on the floor, hold on them tight and do pushups.

for cutting up... the best way I know of is a combo. or 3 things... lifting (that's obvious), cardio... and diet...
...actually, there's a forth... knowing how to "hit" every "head" of the tricep muscle helps... (there are 3, thus "tri"-cep)...
"Tricep 101"
to hit the outer head... most people already know how... they just don't realize what exactly they're targeting, they do it... "just because." The following will target the outter head more than any other:
typical straight bar cable extension, straight bar "skull crushers"
inner head- the most negected best way- with a cable single grip handle, but REVERSE GRIP
middle head (the upper/back side that ends/start at the rear delts.): overhead dumbbell tricep extension, overhead rope extension,
*standing rope extension will hit outer, and a little on the middle...
There are more to proper form, but it's too much to type, any questions, PM me...
As for strength goes... go super slow on the negatives.... which will also give you size too...

The most efficient way to get "cut", is to fully execute a fat-loss plan (diet) while maintaining any muscle you've already worked to grow. Then, fully developing those muscles, or problem areas, that you wish to improve upon.
Daily cardio, watch your calories, stay low-fat, vitamins, and make sure you take in enough protein and amino acids to help muscle development. Lift weights and get plenty of rest.

Arms are pretty easy for guys to get cut. You can have cut arms and not have a 6 pack. but if you have a six pack, you'll definitely get cut. Guys don't have as much arm flab as girls. But as everyone will tell you, your body has to be cut for your body parts get cut. There's no "spot reduction" like losing your butt or thighs like women try to do all the time. There's only toning the areas, and general fat loss that affects your entire body.

Getting "cut" is just having low bodyfat. Lose fat and you'll see better definition. You cannot spot-reduce on your arms by working them out more.

Being ripped, is all about having a low body fat, which means , dieting.
You can workout for ever, if you eat like shit, you will look like shit.

True, but i think the point of that is doing higher reps, and combining with circuit training, you get the "cardio" benefit which leads to reducing fat and getting leaner.

Edit: Also, low weights with high reps burns fewer calories than high weight with low reps.
