Cooling System Problems.. PLEASE HELP!!!!

Cooling System Problems.. PLEASE HELP!!!!

OK guys and girls, normally I never ask for help but, I've been losing sleep over this for the last 2-3 weeks.
Here's the deal, my buddy has an '04 TSX with 115k and knows nothing about the car. Anyway, his problems started with a very common Acura power steering pump leak, so I rebuilt the pump for him and a few other related components. While we were in the engine he decided he wanted to replace the radiator because the fins were mangled. It couldn't hurt but I has just flushed the system for him about 30k ago. So I knew the fluid was good and the system was in working order. But with the current miles changing the hoses and radiator would be a good idea. So, I replaced the radiator, upper hose, thermostat gasket, lower hose & its quick connect fitting and the 3/8" rubber trans lines to the radiator all with OEM parts from the dealer. I filled it with fluid put the radiator cap on loosely, had him start it up and turn the heat on full blast to purge any air from the system. After running for 5 mins he shut it off and I checked radiator fluid level topped off the reservoir and tightened the cap. Then I had him start it up again. After, about 10 mins of idling I asked him what the gauges looked like and he said everything looked good. I touched the upper hose and it was on FIRE(the hood was open this whole time and it was about 40degrees this night). I immediately check the gauges myself, the temp was approaching its max so I shut the car off. After cooling for about an hour ... we tried this again. I had him start it up, and after idling for 5mins I noticed neither cooling fan was kicking on so I had him turn on the A/C. Immediately both fans kicked on. I had him shut the car off and I checked the fuse, which was good. So I had him turn the key to accessory run I disconnected the electrical connection from the ECT switch (on the bottom of radiator) I put a jumper wire between both terminals and immediately both fans kicked on. To me this eliminates the possibility of any bad ground/wiring/relay/fuse. Must be the ECT switch itself then?? So I removed it and decided to bench test it. I filled a pot with water put it on the stove dropped a thermometer in, suspended the ECT switch above it, and started boiling. Checking the terminals with my multi-meter at different temperature intervals there was no continuity between the points. Then at about 200degrees *beep beep beep* continuity. So the switch is good and after checking with the jumper wire the wiring is good. At this point I'm just lost... so I replaced the switch with a new one from the dealer just in case my test was somehow not accurate and still the same problem. Fans will not kick on for engine cooling, but work with the A/C. The last thing I want is my buddy to have to get towed from his driveway to the dealer. Only for them to pretty much rape him and tell him its something stupid at this point. If anyone has any ideas I WOULD GREATLY APPRECIATE THE HELP!!!
