No start, lately I've had to put it in neutral to start

So now for a few months I had to insert the key into the slot next to the shifter and put it in neutral in order to start. Sadly, today even that doesn't work.
When starting in neutral used to work, it worked every single time, and I could drive and shift with no problems.

All the dash lights come on, I hear a click, but the engine doesn't turn.
I checked my battery and it reads 12.7 volts so it's not that.

The key has also been getting stuck in the ignition when I shut off. So I keep both keys on me, to put one into the slot to release the other key if it gets stuck in the ignition.

How do I fix this? Do I need a neutral safety switch? ($200 at autozone)
I read a post somewhere about adjusting the shift cable because it may be out of alignment. Is that what is happening?

I removed the center console to get to the shift cable but I don't know how to remove the lock pin. Does anyone know how to do this?

Please help.

One other thing, it was very low on oil. I mean a little below the minimum mark.
I added a quart to see if this was preventing it from starting.
Could low oil prevent a start?
I drove this car just last night with no issues.

I've been worried that my engine is seized. In the morning I'm going to try turning the crank pulley by hand.
If it is not seized, I doubt the starter would give out so suddenly, which leaves me to believe my neutral safety switch has finally failed after giving problems for some months.
Stupid me for not fixing it earlier.
Any thoughts would be appreciated.
Thanks.

Ok my problem is the starter. I hit the solenoid a few times and it started.
This will be my 4th failed starter in 5 1/2 years of owning this car. This one lasted the longest, for 2 1/2 years.
I can change it myself, but it's damn annoying and inconvenient.

For the start in neutral problem, I need the position sensor part # 28900-P1V-A01.
Mine does not send the signal to show that it is in park.
I'm trying to find a used one.

Quote #5. Looks like five month of research on the issue.

It makes no difference, actually, but this diagram is from Honda USA.

At least there's only nine parts to the detail. What is the other nine on the left of the diagram? Part # 34 looks out of place.

It's the parking brake roller guide, and 34 is a dowel pin.
