Security Horn?

Security Horn?
So i have an 04 RL, while looking around to find a mysterious flapping (plastic bag under the wheel) I noticed that i have a third horn on the inner frame rail on the passenger side. but it doesnt seem to work, it looks exactly like a horn but if i set off the alarm by opening a door or panic button it does nothing, what gives? i searched but didnt find anything really...

in the second set of pictures, the first one has the large cooling fan on the passenger side. if you take the lid off your air filter it is a lot easier to see.

Okay, when get some free time in the next hour or two I'll go out and take a pic of the same spot and see what's there.

I was under the impression that the RLs came from the factory with only two horns. Because in my 98 RL that was crashed (granted it is not an 04) I found two horns in the engine bay and took them out and put both of them in my replacement RL for a grand total of four horns, it's pretty darn loud! 
, but after I took those two out and when I pressed the horn button in the wrecked car, no sound came out, so therefore it had two. Maybe a previous owner of your car had a similar situation but was only able to find one of the horns.
