Question 96 RL Balancer Alignment

Decided to tackle this job myself...have everything removed and ready to change the belts. Question on the alignment of the balance shaft, camshafts and crank. When all marks are aligned, the balance shaft locking pin (6mm bolt) doesn't go in. I can rotate the crank and get the balancer pin and crank in alignment, but then the camshafts do not line up. I understand the procedure to get the crank and balance shaft aligned. It strikes me as odd that they don't seem to be in alignment. Is it possible it doesn't matter? Any ideas welcome and appreciated.

Yes it does matter. If not aligned correctly, vibration will be very noticeable and it sounds horrible.

Just spin the balance shaft until the bolt falls in place and the pointer points up. I think it falls in 3 positions.
