Idle Surges between 1000 and 2000

I just finished doing the P401 code for my 99 3.0. This was my second time doing it. First time was about 8 years ago. I got all that crap out the intake. Just before I was putting it back together again, I sprayed some throttle body cleaner in the throttle body. I open the choke back and forth to clean it good. I connected my battery and when I went to start the car it start surging. I have check my connections and I can't think of what else to do . Help needed. Thank you

Are you using a K&N air filter?

Check for air in cooling system, vacuum leak, or defective Idle Air Control Valve.

Correction

Rotory Air Control is the part that might be defective. The part's name change to IACV in subsequent years.

Are you sure you did not over oil the air filter?

Have you tried running the engine (for a short period of time) without the K&N air filter?

01acls- wouldn't I get a check engine code if that part wasn't working?

Crashmaster- I oiled it like I normal do once and then again if I missed any spots. I never run my engine without the air filter not good to do that

Some folks, myself included, would argue running your engine without an air filter would be preferable to running one with an oiled K&N.

Sorry I was not clear. What I meant was to run the engine in your garage without an air filter for something like 30 or 60 seconds. Just enough time to make sure the air filter is not the culprit. If you don't like doing this, perhaps thinking something will get sucked in, you can always put back the OEM air filter for a short period of time.
