97 cl engine swap

I have a 97 2.2 5 speed cl. It it just 5k from breaking 300k. The engine is toast ,it started using oil and my son says the exhaust is blue now.
So we thought it would cool to swap a new motor into it. The H22 sounds like good choice besides putting a stock engine back in.
IT looks like a straight forward swap. Are there any issues with emissions inspection? Are there any members in The Connecticut area that have done the swap? What year engine should I look for?
