What is it supposed to do?

Why would you need the voltage stabilized?

i dont want to risk trying this thing out... who knows,

i feel like i've seen something like this on someones car before.

i am getting an audio capacitor put in tomorrow, i've been waiting forever

to get it installed, we'll see if it does anything for my blinking lights.

i'll look more into this.

caps are not fixes for dimming lights... just buy an alternator and fix the real issue.
