Ticket: Misdemeanor circled for empty parking lot donuts in rain @ 6am

Posting this for a friend. Seeing how there are quite a few law savvy people, as well as those with ticket experiences, someone here could help. Thanks a lot!
-----

23103. Any person who drives any vehicle upon a highway in willful or wanton disregard for the safety of persons or property is guilty of reckless driving.

So I got that at the Saddleback College parking lot down in Mission Viejo. Claims he got me with laser at 30mph when the speed limit was 15mph. Was community college PD if that makes a difference in anything at all.

Anyways he circled misdemeanor, and that means I need to show up in court. Anyone here have previous experiences with this kind of stuff? Would the fact that the vehicle code states that the crime must be committed on a highway have any effect on my case?

Tell your friend that if he wants to be stupid enough to go 30mph in a 15mph he should deal with the consquences, parking lot or not

So he was doing donuts in a school parking lot? What's with 30mph in a 15mph zone have to do with anything, if he was busted doing donuts in the rain? That would be wreckless driving which is what he was charged with, and if it's a state school, gotta follow the laws.

Look up the definition of a highway. Here are two that I found.

Highway is the public road, street or pathway owned and maintained by the State or local authority for the use of public as per the rules regulations and restrictions made by the authorities for using the same.

Highway is typically defined as the entire width between the boundary lines of every way or place of any type where any part thereof is open to public use for purposes of vehicular traffic. Highway has been interpreted to include a parking lot if it is open to public use.

Actually reckless driving can lead to wrecks. You threw an extra "w" in there. I'd be mad if I got a ticket for wreckless driving, that's for sure!

At first glance of thread title I thought your friend got a ticket for circling around dunkin donuts at 6 am waiting for them to open.

so is saddleback college a private or public school?

if it's private, he "may" be able to argue it on a technicality because it's not maintained by a gov't institution.

Most private lots/roads are posted that CVC applies.

I went to a private college and we had a full accredited police force. Only place they couldn't ticket us was on the public roads surrounding the campus.

If he doesn't want to do jail time, probation and have a record he needs an attorney.

You were on the wrong piece of pavement, plain and simple. At the community college here, they have a police force just for campus, and as other writers noted, only have authority on campus roads- and they love it!!!!! always check signs carefully!

One over-eager campus cop pulled a guy over for no front plate. Guy was upset as he was coming from a funeral and such a stupid thing for a campus cop to worry about

Words exchanged scuffles ensues, Tazer is used, Man Sues Cop should have stayed at Dunkin that day!

I have said it a hundred times

Look for local race tracks - they ALL offer some sort of run what you brung DRIVING SCHOOL where for the price of a ticket, you get instruction in car control from a professional race driver- not your idiot friend who now has to help you replace the rear whatever you broke when you curb slapped it................

foolish as it was, i'd expect a little more courtesy coming from a 46 year old that just suggested a smart alternative, driving school, in lieu of donuts in a parking lot which supposedly lead to "curb slapping." Stop assuming and watch your use of pronouns; according to you I'm either an idiot or I broke a "rear whatever".

As for the rest of you who mostly made made relevant replies, I appreciate your input.

Apology and Clarification

Rayman
It was not my intent to disrespect you-I was attempting to make a point in general

I was using a combination of actual events found on this forums threads regarding what happens when you play in parking lots. One guy (with 3 friends in the car) slapped the curb then wondered why the car had a bad wobble and broken speed sensor. Another broke a rim, another hurt an axle, the next found a snow covered pole........

You got lucky with only a ticket- you pay it- its done with-

Others have hurt their cars, or worse, an innocent bystander or even a friend.

Most of us who have survived a few decades on the road have lost friends in accidents that should never have happened.
Yes, we were very stupid in the old days- now we are smarter for the most part- not always- just mostly

So please, do learn to enjoy your car and know its limits- it will save you from an accident someday- you just have to choose wisely where you get this experience!

After going to any high performance driving school- at the end of the day you realize how little you actually knew about car control and placement and looking ahead! Everyone should go- its cheaper than a ticket and you get pro instruction - drifting, dragging, roadrace-
