Ragtop question

Folks,
Got a question for those who might help me answer this. I often see people driving a 4 door sedan that looked like somewhat a convertible material on the top but it really isn't a convertible. The car itself is a full hardtop, not retractable, for example, like this

However, I am confused why car makers would do this? Is there a purpose or point that I am missing? It's obvious not a convertible but why make it a soft-top?

Often, the drivers in these kind of vehicles are usually old folks... does anyone have any knowledge on why they make these?

worst is when you see it on new cars (dealer installed option is my bet).

See a few on the new 300's..
