Then, there's the other one where the driver rests his wrist OVER the steering wheel at 12 o'clock. Again, unless I just have really short arms or I like to sit far back, I just don't see how that is comfortable.

Depends on the car and where the beltline vs arm rest are. If the armrest is too low it's hard to brace the wheel for micro-adjusting.
I'm finding that as the beltline gets higher and higher because of collision protection, it's more comfortable to rest on the window.frame.

I naturally let it rest wherever it falls...depending on the car. Yukon has super low windows so that's naturally where...on the Audi it's the door

In order for me to do the "cool" let right wrist rest over the top of the steering wheel with my hand just suspended in the air, I need to move the seat pretty much to the point where if I leaned forward, I'd kiss the top of the wheel.
So, again, not sure how that is comfortable unless gwai-ros just like to drive really up close to the wheel. If I were that close, holding the steering wheel, my elbows are bent nearly 90 degrees.
I would know. I tried it today while at a red light. My wife was like, "You keep this up and I'm getting out of the car."

I can't do it in 90% of cars. The wheel doesn't telescope nearly enough. Loving having a hand/arm out the window during nice weather though.

Well... Amost... I'm only 5'5", so I would have to use a booster in an older Silverado without height adjustment on the seats!
I'm usually sitting with the seat all of the way up!
I like to pull the steering wheel close to me so that I can rest my elbows on the bolsters and let my hands hold the wheel by wedging my forearms between the wheel and seat!
